How to get HM Waterfall in Pokémon Light Platinum?
To obtain HM Waterfall you must defeat the eighth Gym Leader in Drakebreath City. Once you defeat them, you must head to the City's Department Store.
Once there, Red will give it to you on the first floor. With this HM, you will be able to cross Victory Road and reach the Pokémon League.
