How to get Ho-oh and Lugia in Pokémon Light Platinum?
To be able to get Lugia and Ho-oh, Johto legendaries, you need to have the Rainbow Pass (At least for Lugia). To obtain it you will have to defeat Eusine in a battle, who is located in Kosaka City.
IMPORTANT: The HMs needed to catch these Pokémon will be Fly, Surf, Dive, and Rock Climb.
Eusine will be in front of the Sky Tower. Once you defeat him he will give you the Rainbow Pass.
Lugia
With the Rainbow Pass in your possession, head to Bramboch Town. There you will have to take the airplane and choose FIELD ZONE this time.
When we arrive at the island you will have to use Surf heading north, and when you see the dark area in the sea, use Dive.
There you will have to follow a path where you will later use Rock Climb. At the very end, enter a slightly smaller cave and Lugia will be there at level 50.
Ho-oh
This is where you can use the Rainbow Pass. To get Ho-oh you will have to go to Normeak City. Once in the city, go up to the left where there are some hot air balloons in the shape of Wailord.
Of the two that are there, we get on the one on the right, heading towards Mt. Rainbow. Once you arrive, you must climb up until you come across Ho-oh at level 50.
