How to get Manaphy in Pokémon Light Platinum?
Before you can catch any Sinnoh Legendary Pokémon, the first thing you need to do is head to Noormeak City and battle Cynthia. She will have 3 Pokémon and it will be an easy battle. Once you defeat her, the appearance of Sinnoh Legendary Pokémon will be triggered throughout the region.
IMPORTANT: You must have completed both Pokémon Leagues to be able to catch most of the legendaries.
Manaphy
Once you defeat Cynthia, you must head to the Zhery Pokémon League. From there, head to Victory Road and use Surf until you find the first deep water spot to use Dive.
When you are underwater, you must head east until you find some stairs. Go up, and inside the next room, Manaphy will be waiting for you at Level 40.

Did you know? Manaphy and Phione are the only Mythical Pokémon that can breed. Although Mythical Pokémon usually don't leave Eggs, Manaphy can be left with a Ditto at the Pokémon Day Care to get a Phione Egg.
